UPDATE: FOA begins April 2018

Bonneville Power Administration (BPA) Office of Technology Innovation (TI) issues annual Funding Opportunity Announcements (FOAs) focused on RD&D projects that will address business challenges and opportunities outlined in BPA’s technology roadmaps.

TI is currently working with internal stakeholders to establish a research agenda aligned with the Agency Strategic Plan and strategic guidance from the Transmission Services and Power Services business lines. This research agenda will identify topics BPA will be seeking proposals on. Historically, topic categories have included: transmission system engineering, operations, and planning; smart grid; hydro asset management; energy conservation; and distributed energy resources.

Applicants interested in submitting proposals for RD&D funding are encouraged to apply here starting early April 2018.

For information on BPA’s up coming FOAs and detailed information on the BPA funding application process, please check back here regularly. Additional information on BPA’s Technology Innovation Office can be found at www.bpa.gov/ti.

At this time TI’s spending authority has been put on hold. It is unlikely that there will be project starts beginning 10/1/2017. If there is an interest to either wait until our spending authority has been reinstated (TBD) or consider alternative funding mechanisms (e.g. BPA no cost participation in the form of expertise or data, etc.) please respond to Wesley Saway by August 15th (wjsaway@bpa.gov).

Assuming there is still an interest by your organization, a revised proposal, to include schedule and budget, would be necessary when the spending authority is reinstated.

Phase 1 has been completed and we are no longer accepting new applications.

The date to submit your FY18 proposal has been extended to April 7th 5pm PST.

This is the Bonneville Power Administration's (BPA) Fiscal Year 2018 Technology Innovation (TI) R&D Portfolio announcement for all non-BPA applicants. BPA has approximately $3.5 million in funding available to support projects between $50,000 and $500,000 per project per year, paid on a cost reimbursement basis only (no profit). There is a minimum 50% cost share requirement per year for each project. This is a competitive announcement and applicants should thoroughly review the entire package prior to submittal as those who submit incomplete applications for Phase 1 or 2 will not be considered.

You are required to submit all documentation in your uploaded submittal even if the information is duplicated online.

A Budget Workbook, Workbook Guidance, and Indirect Rate Proposal Instructions are attached for reference and completion during Phase 2 as applicable. Three documents (Concept Paper, Statement of Qualifications and Phase 1 Budget Spreadsheet) are required for Phase 1 (see Part IV of FOA).

INTERNAL-EPRI PROJECTS ONLY – FY18 EPRI PROGRAM or EPRI SUPPLMENTAL PROJECT ANNOUNCEMENT

Funding requests for EPRI programs and projects are required to submit a technical proposal. The proposal is required to ensure that:

· The research objectives align with the agency’s overall strategic plan,

· EPRI engagement will be active, and there is a consensus among executive members and project managers about expectations of the EPRI program/project.

· The project benefits are communicated by completing the Project Benefit Form Template. For reference, an EXAMPLE Project Benefit Form is included in this announcement.

The EPRI project funding requests will be considered along with the funding requests received as part of the TI Opportunity Announcement.

BPA-EXP0002018: BPA EMPLOYEES ONLY- FY18 EXPLORATORY TI OPPORTUNITY ANNOUCEMENT

Exploratory proposals can only be provided from inside BPA. This is not an opportunity for outside entities to be paid for developing project proposals. Contractor resources may not be used to end-run this principle. The purpose of the exploratory proposal is not to make preliminary contact with external contractors. Rather, the intent is to conduct internal research, with the deliverable being a proposal for the fiscal year 2018 Technology Innovation Funding Opportunity Announcement.

Exploratory proposals should:

· Take less than 4 months to complete

· Be completed prior to February 1, 2018

· Require less than 0.1 FTE

· Require less than $30,000 for expenses associated with travel, research, materials, and other incidentals. There will be no contracting associated with these proposals.

· Focus on a literature search, laboratory experiments, purchasing reports to substantiate objective (e.g. JDPower reports, etc.)
